MY GUIDING PRINCIPLES

I am humbled to have the opportunity to run for the Office of Loudoun County Treasurer.  And, I thank my friend, Roger Zurn, our current Treasurer for his gracious endorsement and terrific show of support, and I am thankful for his complete confidence in me.

The Office of Loudoun County Treasurer is a non-partisan constitutional office elected by all thc citizens of Loudoun County.  As such, this Office is there to serve the interests of all Loudoun County’s residents and communities.

I want to share these principles with you.  They will shape my approach as Treasurer.  I am committed to the spirit of these principles of providing exceptional service, foster transparency, and champion the best interests of all of Loudoun’s communities.

1. Excellence in Customer Service: Streamlining processes and leveraging technology for improved service.
2. Efficient & Effective Fiscal Management: Maximizing return on investments and utilizing resources wisely.
3. Transparency and Accountability: Implementing measures to ensure trust and confidence in the Treasurer’s office.

I am committed to serving Loudoun County with transparency, accountability, and unwavering integrity. My dedication to the community is reflected in my involvement in philanthropic activities and my focus on improving customer service in the Treasurer’s office. Together, we will ensure responsible financial management and build a brighter future for our community.
2. Vision for the Treasurer’s Office: My vision is to create an environment of collaboration, fiscal stewardship, and exceptional customer service. With my proven ability to work with diverse stakeholders, I will ensure efficiency, transparency, and the best interests of Loudoun County at the forefront of the Treasurer’s office.
3. Commitment to Non-Partisanship: Having served under both Democratic and Republican administrations, I’ve demonstrated my ability to work effectively with people from all political backgrounds. As your Treasurer, I will prioritize the needs of our diverse community, fostering bipartisan collaboration and focusing on the best interests of all constituents.
4. Community Involvement: My commitment to the community is evident through my active engagement in local service projects and philanthropic activities. As Treasurer, I will maintain close connections with our Loudoun communities, staying in tune with their needs and concerns.

Collaboration with Local Governmental Civic Leaders: Given my experience working with diverse stakeholders, I can emphasize my commitment to collaborating with local government, businesses, and organizations to address the financial needs and concerns of the community, fostering an environment of economic growth and sustainability.
6. Transparency and Accountability: I will implement measures such as regular financial reporting, open communication channels, and public engagement initiatives to ensure transparency, accountability, and trust in the Treasurer’s office.
7. Efficient & Effective Fiscal Management: With my experience in managing large organizations and financial operations, I will employ smart financial management practices and efficiently utilize resources to maximize the return on Loudoun County’s investments.
8. Excellence in Customer Service: I will prioritize improving customer service for Loudoun County residents by streamlining processes, leveraging technology, and providing accessible information and support while maintaining a high standard of service.

Disaster Recovery and Continuity Planning: Given the increasing importance of financial resilience in the face of natural disasters or unexpected events, I can emphasize my commitment to developing and implementing disaster recovery and business continuity plans, ensuring that the Treasurer’s office is prepared to maintain essential services and quickly recover from any disruptions.

Financial Education and Empowerment: As a candidate with a strong background in financial management and a history of testifying before Congress on retirement security issues, I can promote financial literacy initiatives in Loudoun County, empowering residents to make informed decisions about their personal finances.

Data Security and Financial Integrity: With my extensive experience in IT systems and enterprise applications, I understand the paramount importance of data security and financial integrity in today’s digital age. As your Treasurer, I will leverage my technical expertise to implement robust cybersecurity measures and protect the sensitive financial information of Loudoun County residents. My commitment to safeguarding personal data and maintaining financial integrity will ensure that our community can trust the Treasurer’s office to responsibly manage their assets and resources, while minimizing the risk of data breaches and fraud.
12. Outreach and Engagement: I am committed to engaging with all of Loudoun’s diverse communities, including traditionally underrepresented groups, ensuring that everyone’s voices are heard in the Treasurer’s office.
13. Innovative Solutions: My expertise in implementing innovative ideas will contribute to addressing emerging challenges faced by the Treasurer’s office, safeguarding personal data, and ensuring robust financial and administrative systems.

Modernizing and Streamlining Processes: With my background in IT systems and enterprise applications, I can focus on any necessary modernizing and streamlining the Treasurer’s office processes, making use of technological advancements to improve efficiency, reduce costs, and provide better services to Loudoun County residents.

Fairness and Prudent Financial Decisions: As a candidate with a strong commitment to ethical financial practices, I pledge to ensure that our financial decisions in the Treasurer’s office are made with fairness and prudence in mind. By taking into account the diverse needs and values of the Loudoun County community, we will make responsible investments and financial choices that benefit everyone and contribute to the long-term sustainability and well-being of our county.

My Commitment: As your Treasurer, I will apply my extensive experience and expertise to serve the people of Loudoun County, ensuring responsible financial management, superior customer service, and a culture of stewardship, transparency, and collaboration. Together, we will build a brighter future for our community.

 

ABOUT

Henry and his wife, Kathy, have been married for 40 years and live in the Leesburg area. They have four children and seven grandchildren, two of whom live in Loudoun County, with the other two residing in Clarke and Fairfax Counties.  Kathy and Henry are members of Good Shepherd Lutheran Church in Herndon, VA.

After retiring as the Corporate Vice President of Human Resources and Shared Services at a Fortune 100 company, Henry was appointed by President Obama in 2016 as a member of the Pension Benefit Guaranty Corporation (PBGC) Advisory Committee. In 2019, President Trump appointed him to serve as the committee’s chair, leading the PBGC from a deficit to a healthy surplus.

Henry has dedicated his career to serving the public and has worked under three U.S. Presidents, collaborating with leaders from both sides of the political aisle. He is a principled leader with unwavering integrity, committed to serving the community with transparency and accountability. Henry has a strong track record of promoting financial education and empowerment and is passionate about empowering residents to make informed decisions about their personal finances.

With his extensive experience in financial management and information technology, Henry is committed to prioritizing efficient and effective fiscal management, excellence in customer service, and transparency and accountability if elected as Treasurer. He will work collaboratively with diverse stakeholders to ensure the best interests of Loudoun County are at the forefront, contributing to the long-term sustainability and well-being of the county. Henry’s commitment to innovative solutions and technical expertise will contribute to addressing challenges as the emerge within the Treasurer’s office, safeguarding personal data, and ensuring robust financial and administrative oversight.
